On January 17, 2026, the Government issued Decree 24/2026/ND-CP regulating the list of chemicals under the scope of the Law on Chemicals. This includes the list of basic chemicals in the key chemical industry from January 17, 2026.

Pursuant to Article 3 of Decree 24/2026/ND-CP, the lists under the scope of the Law on Chemicals include the list of basic chemicals in the key chemical industry from January 17, 2026, as follows:

Regulating the lists of chemicals under the scope of the Law on Chemicals in the Appendices attached to this Decree as follows: List of basic chemicals in the key chemical industry (Appendix I); List of chemicals produced and traded with conditions (Appendix II); List of chemicals requiring special control (Appendix III); List of chemicals requiring the development of a Chemical Incident Prevention and Response Plan (Appendix IV).

What is the key chemical industry sector in 2026?

Pursuant to Article 6 of the Law on Chemicals 2025, the key chemical industry sector in 2026 is regulated as follows:

(1) The key chemical industry sector includes:

- Production of key chemical industrial products including: basic chemical products under the provisions of Clause 2, Article 6 of the Law on Chemicals 2025; petrochemical products; pharmaceutical chemical products; rubber products, excluding inner tubes and tires; high-content fertilizers; hydrogen, ammonia produced from renewable energy sources;

- Investment in specialized chemical industrial parks;

- Investment in chemical complex projects with the main objective of producing chemicals and products of the chemical industry;

- Investment in chemical projects subject to special investment incentives and support according to the provisions of the Law on Investment 2020.

(2) The Government regulates the list of basic chemicals in the key chemical industry according to one of the following criteria:

- Basic chemicals used in many industries and fields but not yet produced domestically or domestic production does not meet sufficient demand;

- Basic chemical products produced from mineral processing.

(3) Investment projects in the fields specified in Points a, b, and c, Clause 1, Article 6 of the Law on Chemicals 2025 with investment capital scale and disbursement progress as regulated by the Government shall enjoy special investment incentives and support as stipulated in the Law on Investment 2020 and other relevant laws.

What is the development strategy for the chemical industry in 2026?

Pursuant to Article 4 of the Law on Chemicals 2025, the development strategy for the chemical industry in 2026 is regulated as follows:

- The approved chemical industry development strategy is the basis for developing regional advantageous industry development directions and plans for development, arrangement, selection, and allocation of development resources in the region under the content of regional planning; developing important industry development directions in the province, selecting socio-economic activity organization plans, and developing plans for economic zones, industrial parks, export processing zones, and high-tech zones in the province under the content of provincial planning; deciding on investment policies or approving investment policies for chemical projects.

- The chemical industry development strategy must ensure the following requirements:

+ Consistent with the State's policies on chemical activities, the provisions of the Law on Chemicals 2025 and other relevant laws;

+ Consistent with the socio-economic development strategy, national master plan;

+ Ensuring national defense, security, environmental protection, and sustainable development.

- The chemical industry development strategy has the following main contents:

+ Views, objectives, development orientation of the chemical industry and priority development areas in each period;

+ Orientation for the formation of specialized chemical industrial parks, suitable to natural conditions, socio-economic conditions of localities and meeting chemical safety requirements;

+ Tasks and solutions to implement the views, objectives, and development orientation of the chemical industry.

- The chemical industry development strategy is prepared for a 10-year period, with a vision to 30 years, and is approved and adjusted by the Prime Minister.

- The Government details Article 4 of the Law on Chemicals 2025.
